Whatever. If you want to give another player resource you should:
1) open menu (not game menu with save, game settings etc., but menu where you can choose: game menu, units information, game information, option with transparents buildings [on or off] and ...) and the last option is transfer resources,
2) you choose player (if you play with friends and AI, there will be only your friends, you cannot transfer yours resources to computer AI),
3) type od resource and how many of it you want to give...
4) ... and accept.
This way you can help your ally and pay contribusion to your enemy ;]

So if you gave 100,000 for example, the other player would receive 80,000.

IIRC it's 25%, so if you want to give your friend 10 000 resources , you should sent 12 500.

That's not on Cossacks, very likely you are confusing with other games such as Heroes of Annihilated empires, C&C Renegade,...which do have this command build in.
