I made a guide on how to get GTA2 working over Internet.
according to this page http://portforward.com/cports.htm Cossacks uses exactly the same ports as GTA2 (both use direct play 7.1)

Thus http://elypter.net84.net/forum/index.php?topic=8.0 will probably also help to get Cossacks working.
