Interesting problem with sector map editing

I'm trying to convert Sector01 map from the BfE game-mode into a skirmish map. I've managed to make it playable with one interesting problem.

If I don't select panicers in player 0 options (the human player) I can't make formations during the game. No icon appears in the upper left corner to create formation. On the other hand if I do select panicers the icon appears and I can make formations. However, with panicers on, my soldiers panic when shot at. And a number of them will disperse from formation after an enemy volley.

What am I doing wrong here? Any thoughts anyone?

The same problem is happening with a fresh installation of the game. This time even in regular skirmish maps, that I have changed with the editor. Note that for these changed regular skirmish maps I have only used vanilla editor, not the advanced editor options. This really baffles me. This never happened before. And I have done no changes to the game files of this newest installation either.

I am not sure. I once tried to make a mission/battle map into a skirmish map once and kept coming onto these problems.

Truth is it is much easier to make a new map, once you know how.

Can someone please run this map through the editor and fix the artillery auto-fire for me. I've messed it up somewhere and now there's no button appearing to set cannons on auto-fire during gameplay. I know it's probably very simple but I can't figure it out at the moment.

This is weird aiidii, though i havent checked the map itself, can you tell me if the same things happens on other maps, on original skirmish maps too?

Because right off the top off my head , i cant think off one feature in map making that would allow you to switch off cannons autofire.
Or did you attach a script to it? Messed around with certain options and or editors?
And is this for NW or BFE?
Does anything show up in the logs as error? (loading.log, log.txt ?)
Have you tried a fresh install? ( back up before you do)

I didn't attach any scripts to the map. The only thing I did was tweaking the in-game editors to convert mission map for skirmish play. Have just checked one of the skirmish maps that came with the game and it's happening there too. This is on BfE version.

Gonna try a fresh install.

Yes, that one normally doesnt show. Something is wrong. Not sure how you managed it, but i think a fresh install is in order here.
