Modifying map in a save file

I haven't been here for a long time and I want to say "hi" first!
Anyway, I played some time on a random map in the single player with a great idea - defeat two enemies and then build a getto around them so they cannot escape nor develop.
But the problem is that after achieving this I want to give all my cities and strongholds some cobblestone on ground and it isn't possible completely with the standard method od building. So here's the deal - when can I modify my current save game file to do this?

assuming this is in single player, then load the map in the editor or activate the editor in game...

I tried loading this save file into editor, but it has .sav extension and editor reads only .m3d files.
