Create formations in spain and rhine

How do i mod my game to be able to create formations when playing as spain and rhine. I also have concerns when playing as poland wherein i can only create formations in infantry units but not in cavalry units.

All nations in C2 are able to create formations. Spain, Rine or Poland too. You do not need to mod the game.
Read manual guide how to create formations or check your game. Maybe you have corrupted game or you do something wrong.

According to C2 modding you could read information on main page in C2 game section.

Ok.. So is it possible to find a way to enable the creation of formations when playing as spain, rhine and poland via main menu?

I currently have bfe installed on my PC. Can you show me the link to the information so that I can be able to create formations when playing as spain and rhine
