This tool allows to load and save .lng/.txt/.csv files for the interface and convert them in both directions. It was removed from the base game a while ago for an unknown reason. The tool is also incorporated into the external editor, but the standalone version is somewhat handier. There is also a batch file which if given enough parameters (open with notepad first) will batch convert all the language files.
